Language Fluency is broken up a bit into slices like so.
Spoken
Simple (very basic sentences)
Foreign (can speak, accented or stilted)
Fluent (can speak, unaccented)
Written Simple (able to read and write basic sentences and words) Foreign (able to read and write, sometimes messes up sentence order and can be read as foreign) Fluent (can read and write fully and with flair)
This means it takes 4 points to be know a language in any depth and 6 to be completely able to integrate with it.
Reading Speed based on Intelligence and Fluency. Have a "Skim" and "Read" versions, with Skim having a chance for getting a confused reading with a wrong meaning.
