Effects - Character requires weapons have an Enhancement to be able to do meaningful damage to them. To determine the effective Enhancement level of a Weapon for Penetration, use the lowest of it's Enhancement (To-Hit) and Enhancement (Damage) modifiers. If a weapon uses a Saving Throw, it ignores Special Defence.
Any attack against a character that lacks the necessary Enhancement level or Special Exemption does less or no damage.
If a character attacks an opponent with a weapon equal to the level of the Special Defence, they do normal damage. If the game is Heroic or Epic, they may do reduced damage with less powerful weapons. If they attack with a weapon of 1 point lower (+1 against a +2 Special Defence or a normal weapon against +1), they deal half damage. If they attack with a weapon of 2 points lower (a normal weapon against +2 Special Defence, +1 weapon against +3 Special Defence), the character deals minimum damage. Beyond this point, or if the game is Traditional in nature, the character deals no damage.
