Classless Characters
Most Characters have Classes or else follow a template that gives them multiple HD and abilities. Typically, only major characters develop - player characters, classed NPCs and antagonists with classes. Other characters may need to, eventually, develop a class - if a Monster (or Classless Character) becomes a Henchman, what can the party do? Monsters, as is, do not have development - only different variants.
For characters who do not already have a class, such as 0th level characters, children and many forms of monster, they may take a Class of their choice but are considered Inexperienced - they count as a 0th Level version of that Class and must gain XP to qualify for 1st Level. If the Character has some form of informed Pseudo-Class (such as , they use the rules for Pseudo-Class Characters - typically, if a race lists a range of HD, these denote Pseudo-Class Characters, but not always.
These characters are considered Dual Class once a Class is selected. Any Passive Abilities, thac0 or Saving Throws the Character has that are not from Classes do not impose XP encounter penalties. Active Abilities, however, do. Once the character attains 1st Level, they are no longer considered Dual Class.

Pseudoclass Characters
What we're doing:
Pseudoclass works like a Dualclass without skill penalties, effectively. You take the best save and thac0 from your HD or class but do NOT gain any additional HD proper until Level is HIGHER than class. This means the Hobgoblin Chief DOESNT have an Effective Level of 3, he has a level of 4 because its ABOVE that now.
original: If the Character has an informed Pseudo-Class (such as a Human Bandit, an Lizardfolk Warrior, a Troll Chief) and wishes to take on a full Class, they do not suffer Inexperienced. Instead, they must determine their Effective Class Level. To do this, subtract the base HD of the character's race or monster stats to their current HD. This gives the character's Effective Class Level.
These characters are considered Dual Class once a Class is selected. Though the character keeps their original HD, it is reduced by their Effective Class Level for purposes of determining the level of thac0, Saving Throws and other relevant abilities the Character may use without suffering XP encounter penalties. They may use a value greater than this, up to their full HD, but doing so is considered falling back on previous training, as per Dual Class. The same is true in regards to using existing Abilities. Once their new Level is greater than their Effective Level, they are no longer considered Dual Class.
For example, a Hobgoblin has 1+1 HD, a Hobgoblin Chief has 4 HD. This means the Hobgoblin Chief has an Effective Level of 3 - if they wish to rely on their existing training, they have a thac0 of 17 but lose encounter XP. If, however, they use only the thac0 gained from their Base HD of 19, they are able to progress normally - otherwise, they use the stats of their new class.
