Interaction - Highest, Different, Counters Resistance
Effects - Character has a Vulnerability to a type of effect or type of damage. If applied to damage, the Vulnerability increases it by the percentage. If applied to an effect that does not have damage (such as Charm or Sleep), this is the chance that the effect will be converted from a Glancing Hit to a Failed Save.
Vulnerability to the Normal form of something is not automatically granted by Vulnerability to the Intense form but if a character is Vulnerable to the Normal form, they are always Vulnerable to the Intense form.
If a character gains the same Vulnerability type multiple times, it does not stack - a character with Vulnerability 20% [Necrotic] and Vulnerability 50% [Necrotic] has Vulnerability 50% [Necrotic], not Vulnerability 70% [Necrotic]. If a character has different Vulnerabilities that apply, they all apply - a character with Magic Vulnerability 50% and Charm Vulnerability 90% will roll one and, if that succeeds, the other.
A character cannot forego Vulnerability - it is always on.
If a Character gains a Resistance and Vulnerability to the same Type, they counter each other, cancelling each other out and leaving whatever level remains behind. Resistance 25% [Necrotic] combined with Vulnerability 50% [Necrotic] leaves a character with Vulnerability 25% [Necrotic]
